Never. The budget is a signal of intent that unlocks product discovery. The only real money that moves is the one-time first purchase, paid directly to the builder.
How does a purchase get verified?
After buying directly from the builder, the buyer uploads the receipt. A GatherFin admin reviews it and marks the commitment verified — that verified commitment is the builder's provable first customer.
